WiCEd is the official map making tool that can be used to create maps for the game World in Conflict. You can create maps from scratch using this tool. You can edit the terrain, set the environment and lighting as well as props and statics and place capture points for the various game modes.
You need to download this original map editor here and then patch it with this, to upgrade to the latest version.
