From what I know, yes it was, though I've never seen the movie. The plane is pretty sexy to me though, in a low cost, CAS/COIN kinda way.

There was similar polish project in early 90's called Scorpion . It never went beyond full scale mockup.

There is TS-11 iskra (spark) and I-22 Iryda both trainers, TS-11 is still in use in polish air forces and I-22 program was canceled after building 19 aircrafts.

Though they'd be tethered to a ground or naval vehicle I think aerostats would be a great fit for the recon unit role, whenever that is implemented.

It'd add a nice bit of verticality to engaging ground units too.

According to the mission description, it's just simply called 'jamming baloons' that jams entire map until the time runs out.

One of the most challenging mission in AC4 if you aim for the perfect score since it's quite difficult to find the ballons itself.

When you said the name of that mission somehow I was thing in AC5. It has been quite a while since I played the AC4, maybe it’s a good time to play it again.

But the balloons can be easily added an “air object” just to float in a specific place and do nothing. Radar visibility could be set very low to make them hard to detect as well.

So this mission is pretty easy to do.

From what I have read, the aerostats can have various roles/equipment, based on what mission they are designed to perform. They can be filled with electro-optical sensors, search radars, fire control radars for land based CIWS and sea based interceptor missiles. I don't think that it's all that much of a jump to think that they could easily be adapted to carry electronic warfare equipment either. The tethers on aerostats are extremely vulnerable to damage, so I don't think that they would string more than one to a ground unit, especially since some of the more advanced units cost into the low millions of dollars. 

I'm pretty sure that a Safe Return type mission would make perfect sense for an aerostat system of some kind though. One thing to keep in mind though, aerostats tend to be pretty tough to down quickly with cannon fire, as this article says. The envelope for the balloon section would be pretty much unfazed unless a good number of rounds were pumped into it, as the helium bladders are at around the same pressure on the inside as the ambient air pressure. If the sensor package/mission equipment is damaged though, it's pretty much finished. Also, shooting the ground platform would almost certainly stop an aerostat from working. The article also mentions that helicopters accidentally chopping through the tethers with their rotors is a pretty big concern. It makes one wonder what intentionally doing it with helicopters would be like...

Here's some trivia, the Su-30 in Vector Thrust is actually the early version Su-30, similar to the one in LOMAC/DCS/Flaming Cliffs. The modernized Su-30 has a different tail design if you are a sharp observer with a straight/flat top. The designations, depending on operator for this type include the Su-30M2, Su-30MKK, Su-30MKV and Su-30MK2. Hopefully this variant of the Su-30 would be added in future!
