I'd hate to see an upgrade system in TF2. I find comfort knowing that if I have a Black Box and I find an enemy with a Black Box, nether of our weapons will be superior.
MvM isn't PvP so it doesn't really matter anyways.
I literally just realized that and came back to point that out.
