Adds 3 dynamic methods of obtaining energy; Wind, Solar and Tidal. Variables are held at the top of simInit.lua for easier editing. Placing 'TIDALPOWER', 'WINDPOWER' or 'SOLARPOWER' in a units category bp will trigger the update, but I wouldn't do more than 1 per unit. Basic things to toggle are dynamic mode, high/low energy values to randomise, time between calculations and rotator animations to apply. Code had to be scaled down, it was getting too complicated. I wanted rotators to sync up and change when the energy value did, to save processor time, but it was breaking so I'll do that later. As of 0.4, energy will sync per tick but rotators will sync to within 0.5 seconds to give a more natural feel. As for animations; Solar has none, Tidal has a simple rotator, while Wind has simple rotators but can also change direction to face in to the wind. Written on Forded Alliance 1.5.3599.
