If I had to guess, frigates probably won't be available to purchase and even if they are they'd probably cost like $1,000.

I've spent some disgusting amounts of money before in a game but nothing remotely near half of that. So they'll probably just not do that at all to not be greedy bastards, or just stick to selling insurance.

I doubt they'll be selling ships at all after release, unless they've said otherwise.
