So.. Could someone explain to me how crew works? Is their ever a point in not promoting officers when you can? Is their a list anywhere that says what rewards and special abilities do?

Or is this something dew for a help page later on and I should just wait until then?

For many ranks, there's no problem with promoting whenever you can. Where you should think is on the Commander->Captain and Commodore->Rear Admiral promotions, as those will lock out the lower ranking officer assignments. So if you have a really good tactical officer with terrible leadership you probably want to keep him as a Commander. Likewise if you have more admirals than fleets already, there is little reason to someone else to Rear Admiral and lose a good ship captain.

It should probably write up the special abilities at some point. Most of them give a 5-10 point bonus to certain skills. Survivor increases the rescue chance if the characters ship is blown up. Generalist causes skill gains to be spread out more evenly. Inspiring characters boost experience gains for everyone on the ship.
