Regardless, if the dev. team for the Game wants to make it a rotating turret, I don't really see why they shouldn't, and the work shown here is excellent.

This is not a main weapon in the video, it is one of turrets (there are 2 types)

As for turret rotation, you can see in these 3 screenshots its movement:
