I haven't seen something like this before, quite impressive even though it doesn't seem very practical.
From a technical standpoint...it depends on how they're doing it.
From a gameplay standpoint, heck YES it's practical! Destroy dams, either artificial or natural, and send water flowing down onto enemy troops or bases; flood key choke points and make them only traversable by hovercraft and, if the water's deep enough, naval units; or drain water to make room for new bases, base structures, or make new paths across the battlefield.
Suffice to say, there's a ton of stuff you can do with real-time dynamic water.
Yes, that is exactly where we are heading to.
