That particular core is named Wheatly (not to me confused with the memory core) It'll have it's own unique personality.

i think just like Test Chamber 17, Reason it the Test Chamber Number it kinda Broke, so, it choose ramdom Number, like it Broke over 104 Year, and it go to 99/19 out of 19 Test chamber, so, it to old to used, To OLD!!
