Olvand is a little multiplayer sandbox RPG, where the players live in self-built towns and can go on all kinds of adventures together. Imagine living with your friends in a small town in the mountains, or creating a new group of friends in a pub in the metropole you all live in. There will be several mini-games the inhabitants of a server can play together, among which will be combat based games like King of the Hill or Capture the Flag. You will be able to play against other people in your city, or as a city against another city, or as a whole server against another server. The combat works with self-built guns, in which all kinds of powers can be combined to create unique effects.

could you make it so unowned structures and empty plans can be removed? if so, could you make sure that only the mayor of the town can do so?

looking at the spawn portal thingy gave me an idea...
build able portals for each paint color
each one built would add an entry to a list for that color then went you enter a portal it leads to the next one of the series
yellow #4 leads to yellow #5 and if that is the last one loop back to yellow #1

I was indeed thinking of doing something with the portals, but I haven't decided how exactly. I'll put your ideas on the list of 'ways to do portals' :).

thought of maybe a better way: menus!
spawn portal is master portal can access any portal
only 3 colors 1 for each town color
1 portal per town and only with in the town's borders
possibly require charges to tele-port from a portal using the color stones: 1 stone = (some number) charges
mayor able to restrict use to: public use, town use, personal use
the spawn portal would be free and and allow a mayor to hide his town from the list
