This news update is courtesy of Obreck. He is in the midst of a massive coding revision that will finally bring Arthur to life:

I will be using the time to create Arthur and doing a heavy handed optimization of the player and enemy code to allow the remaining players to be created much more smoothly. These tasks will be too demanding for me to merge any submitted stages either.
This process will be tricky and tedious, it could take up to 2 weeks, but should be well worth it. I'll also be adding melee weapons and fixing issues with the MM weapons/guns. It'll also fix the projectile resistance faults in Sonic/Tails shields.
