No, they arn't trying to take Skyrim, they already own it, and the first Emporer, Talos, was a Nord.
Talos was first Emperor of Third Empire,Reman of Second Empire and Alessia first Empress of First Empire,so basically he was First Septim to rule over the Empire not First Emperor of Empire.
Actually, the Empire already controls Skyrim, the Stormcloaks are trying to take it over. If I were a Nord in Skyrim, I would just accept the Empire as the governing body and worship Talos in secret if I wanted to worship him. Suck it up Nords, it's not worth the bloodshed. If it were to continue, Skyrim will be under the complete control of the Dominion in a short time.
I think the moral choice the blades give you sucks also, so in there book there is no redemption for evil, and so on. Back on subject NICE ART WORK.

I think that was on purpose. They want the world up close to be grey, but also remind you that the big picture is still black and white. Whether you choose the Empire or the Stormcloaks, you are still on the "good guys" side. The Thalmor are the true enemy. I just wish there was a way to REALLY end the war peacefully. Personally, I think either way is leading to Skyrim becoming a protectorate state in the end, either because the Stormcloaks won but in the long run need the Empire, or the Empire wins and they want to prevent another uprising. As a protectorate, Skyrim would not have to abide by the terms of the White Gold Concordat (if the Thalmor tried to make them, the Emperor could respectfully tell them to cram it up their ***). But that is pure speculation.
I hope the next Elder Scrolls is Elder Scrolls: Dominion, taking place in Valenwood and Summerset, with the various forces of Tamriel allied together in a second war against the Thalmor, and perhaps even revolutionaries forming up in the Dominion (not all elves like the Thalmor).

The Empire Can't say nothing to the Thalmor. Thalmor are what Nazi germany was to Vishi's France.
The Thalmor are like cardboard cutout bad guys. They don't even give you the chance to assume that they might be in that gray area. They might aswell have capes, top hats, and wicked, curly Waluigi mustaches.
