In the year 2062, humanity found itself on the brink of extinction. Tiberium, the mysterious, alien crystalline structure that infested Earth for decades and caused years of relentless conflict between the Global Defense Initiative (GDI) and the Brotherhood of Nod, was close to rendering the planet uninhabitable. In the midst of this crisis, Kane, Nod's prophetic leader, emerged from seclusion to deliver GDI the message that he had developed a system that could control Tiberium and harness its power. But he could not build this "Tiberium Control Network" without GDI's cooperation. Thus, the two opposing factions—GDI and Nod—found themselves in a desperate and unlikely alliance to stop Tiberium from extinguishing mankind.

The game is a complete failure from start to finish.

1.) It requires that you be ONLINE to be able to play AT ALL, this includes the gampaign.
2.) Gameplay is mush with absolutely NO resemblance of true C&C gameplay, and everything is strictly rock-paper-scissors, I.E a big bad Tank is going to get owned by rocket infantry if its not an anti-infantry unit, etc etc.
Plus you have to GRIND and level up playing game after game to be able to get the biggest and baddest vehicles in the game, even for the campaign or a skirmish against the AI
3.) The storyline was a mess and made absolutely no sense, and a lot of build ups and cliffhangers from previous games were just "dropped" and never followd up on/explained)
4.) Ending was pure garbage with a "Deus ex machina" style ending for the "entire" C&C franchise.

Final comments:
The rumour is that this game was not originally supposed to be C&C4 at all but rather a spin-off game.
However EA wanted a sequel and rather than cancelling the spin-off project they turned it into C&C4 and slapped a half-assed story onto it.

My advice to anyone looking to get this game is this: AVOID LIKE THE PLAGUE!
And if you are a die hard C&C fan then stay as far away from this game as you would a blast zone of liquid tiberium.
