I will let anyone edit this to add some more basics.

HOW TO MAKE TRAINS MOVE
Make the railroad, then click on the Waypoint tool. To make a waypoint path, Click, then drag to wherever you need to put it (If you put it in the wrong place, just click on the select and move tool and drag it there). Name the waypoint path Railroad. If you want to make one stop somewhere, name a waypoint (Not path) Station. There! The train should be moving and crushing your beloved tanks!

HOW TO MAKE CARS MOVE
Cars are a different story. Make a waypoint path, and name the path whatever you want. Now click on the car and name it something. Now go to the scripting tool and make a new script in PlyrCivillian, click on the tab Actions if True and edit the Null operation. Scroll down, click on Units, click on Move, then click on either Follow waypoint path or Follow waypoint path Exactly. Click on one.
It should say Unit "???" follows waypoints, beginning at at Waypoint path "???". Click on unit, select what you named the unit, click on waypoint path, select what waypoint path it is. There! You should be crushing moving cars when your done with the map.

If someone could edit this and make it sound simpler, that would be great.
