If you've ever played CnC:Tiberian Sun as GDI, you'll be familiar with how these work. The constructor can plop one of these into the water, and then you can put on a variety of weapons, such as SeaRAMs, Laser C-RAMs and Burst Cannons, as seen here, but also many other upgrades. Sonar + Torpedoes, SAMs, Anti-Ship Missiles, etc.
Thinking out loud: How many could you fit in a decently sized airframe with a cargo ramp?
Not many, but they're not dropped, they're built on-site.
I figure you could fit 3 or 4 of them into a C-17, though.
Well, that's a horrible waste of a wonderful opportunity, then.
