I advice you to learn programming before you try to make a game.

  • First of all do you intend to use it for commercial use or just as a hobby. If you want to do it for hobby work try construct 2 or Stencil. I recommend for you to l download the JDK first . If you want to do commercial work, try the Eclipse IDE with the LWGL and Slick 2D library for Java and Microsoft visual Studio and te Cocos2D-X for C++ development. Be careful for tbe platform you want to achieve. For art you can use GIMP2. You should study Java or C/C++ programming if you still dont know. construct 2 and Stencil is not allowed for commercial use due to you must license yoirself by buying it.

You need to learn programming like it or not, unless you have friend who can do it for you. And if you intend to learn, take your time and don't rush it

If you want to do little to no programming and don't mind Ruby (in case you would want to customize your game a bit), then RPG Maker XP would be a nice choice.

Most of your easy-use options have been listed by KidDev3154 and Draakhex : Construct2, Stencyl, RPG Maker. There is one addition in this category that I find worthy - Game Maker Studio - even my current Unity3d dev uses a 2d Mock-up in GameMaker to prototype ahead of schedule what we are going to design in detail later.

MonoGame would also be a good equivelant to Cocos [for you ex-XNA designers, Mono is the Open-Source version of].

I have only recently started using Unity3d and I have to say its not just the ease of use that impressses me - this is very good for 3d works and can easily add Pizazz (wow factor) to your game. If you really want to design in 3d, skip all the fore-mentioned platforms and follow Unity tutorials straight away. You will have to mix and match text and video tutorials to become good at it yet Video tutorials are where you should concentrate as you begin.

There are loads of platforms to choose from, but I advise ( even though I admire ) avoiding C/C++ until you have learned another language. C# is easier and compatable with Unity, MonoGame and Cocos.

p.s. I have never tried Unreal Engine(UE). I hear its on a par with Unity. I think its C++, though I am not certain.

=== OFF TOPIC, THOUGH MAYBE NOT ===

The last thing I might add is about Open-Source, Zero-Royalties and their opposite Corporate F-heads. C# is Microsofts corruption of C/C++, Android is Google corruption of Java, OSX is the Apple corruption of Unix. While I am currently using C# via Unity, I applaud all devs who have avoided The Corruption and stayed at home with the original untainted languages. Corporation F-heads deliver Head-F's. For example, I went to college was made learn C# XNA, the XBox (very successful I believe) language and Microsoft dropped the language and even blocked Windows8 from allowing it into VisualStudio. Considering every college in my country is forced down a Microsoft path, this means thoushand of students and even more professionals got rear-ended. This does not just apply to MS, all Corps can shunt their developer base. Truly open-source (donate button reccommended) MUST be the future reardless of the pay-for toll-bridges we use today.
