Slow Download Speeds Thread

Hello. I am posting this after hours of frustration trying to speed my download of the Star Wars Battlefront 2 Conversion Mod. My internet speed is running at 3 Mbps, so I expected the download to be rather quick, but the speed it is downloading at fluctuated a lot and never went above 111 KB/s. I thought it was Google Chrome, so I went through all the steps to try and speed it up. It did practically nothing to speed up the download, so I tried multiple different mirrors to download it from, all of them actually being slower than the one I am using. I would appreciate some help. Thanks.
