1600 meters add up to a mile, yes. But I think that's just a conversion rather than a part of the actual metric system. And when it comes to actual regulation size, it actually takes four laps to make a mile, as in each lap is supposed to be 400m. Obviously, there are tracks that have to change it according to the length of a lap, but otherwise, that's how it'd be.
