Map overviews *HELP* Thread

I got the radar for my custom map to work for myself after creating the images and following this handy tutorial: (http://css.gamebanana.com/tuts/1948).
I ended up doing it twice because it wouldn't work the first time. However, after I use pakrat to include the files in the bsp, upload the map via ftp to the server, and sync the files using nfo control panel, other players cannot see the custom radar (top left corner of screen). Any ideas? I tried manually uploading the files (.vmt / .vtf / .txt ) to the correct folders but no dice. Already Triple checked that the file names matched the map's name.
