Hi, I was wondering if you need a licese to record a sound? for example can I record a sound with a microphone?or voice memos that is on the Iphone? 

this may be a dumb question, but i am not sure. please help. Any documentation or advice where to get this info would be great.

if you use a free software such as Audacity, you don't need a license.

It seems to me any microphone comes with an implicit agreement you can use said device to record sound for any purpose, commercial or otherwise.

Yeah except e.g. other people's voices recorded on the street without their explicit consent, taping parts of music played outside or during cultural events etc - use of such recordings could be illegal in some cases. (For example Return to Innocence legal dispute: En.wikipedia.org)

Though you could safely record most sounds / your own voice for whatever purpose.

You can record what you want.. as long as it cannot be verifiably copyrighted.
Reason is a great tool for making music quickly, it's got a great studio rack interface where you can plug and wire different instruments and effects in.

For the mic just go and buy a decent quality microphone. Hell even use your phone to get started recording. Their recording quality is getting very good.
Put that recording into a program like Reason, put some effects on it, and you've got some cool sounds.
