hi, somebody know about a game engine that let me use 3D backgrounds with 2D players and NPCs, i am trying to make a RPG with this mix, like pokemon and paper mario style backgrounds.

pretty much any 3d engine. You just use sprites/joint transformations instead of animated 3d models.

You could just parallax the background to make it look like it has depth. If you really want a 3D background then you also try XNA which supports 2D and 3D, but yeah like everyone has said basically any 3D engine has support for 2D textures/sprites as well as 3D models.
