Cosmos? Thread

"Sorry to have to ask this, but I can't seem to find any information as to why or how this forum is in any way different to 'general banter'." - I was originally going to post this in the Cosmos forum because I genuinely had no idea what the purpose of the forum was. I did find it, but I had to go to General Banter to find the rules (why aren't these prominently placed somewhere central on the forums?).

Anyway the rules claim:

Someone wrote: Cosmos is for serious discussions only, such as wars or big philosophical issues.

So why is the first thing I saw when I went in there a picture of Master Chief teabagging someone?
