Can someone make a MOD skill for outlander Bow... Thread

Can someone make a MOD skill for outlander with the Bow that is similar to the skill in the game "Titan Quest immortal throne"

"Skill Name : SCATTER SHOT an arrow where heads bursts on impact sending out razor-sharp fragments in all directions. Each shard delivers piercing damage to the enemies it hits."

I remember even the sound of the shard sounded pretty intense when it hits...so I was wondering if someone can a make a skill for the outlander with a bow that does just that.
