This mod fixes the stretching caused after you have adjusted the resolution. It is assumed that the FOV would also be changed by the user along with the widescreen resolution.
It won't save the file for me. Instead of just saving the changes and moving on, it insists I create a new file. When I do this and ask it to replace the old system.ini file, it says access is denied.

It's simple! Choose "GPU rescaling" -> "center timings / center image / no scaling" or equivalent in your VGA control panel (AMD / NVidia / Intel)
P.S. Can you make a scaled down (50%) version? Using the ini parameter "ScaleHUDX" is such a pain in the *** (if working).
Does this change the fov? The FOV was soooooo bad on the original.

This is a problem with permissions on windows. You have to have administrative access to make changes to some files on windows.
Any chance you could create a 21:9 version as well? Hud is killin' me here!
I could try to make a 21:9 in the future but for now I'm focusing on finishing 16:9 and then 16:10.
I may release a simple version for 21:9, when I finish the 16:10 version, that is less complete but will at least fix the crosshairs.
