I downloaded the RoM-AnD_repo.exe and than I ran the installer. The mod it installed was Rise of Mankind: A New Dawn version 1.74. Is there something I'm doing wrong?

Try deleting the Rise of Mankind - A New Dawn directory from your mods folder. Then run the installer again. If you had an old version of the mod installer, it is possible you installed to the wrong place and it loaded the old version.
I've tried installing this, but every single time I attempt to launch a game, I get a number of errors that basically culminate in the total absence of the UI. I've tried everything, but nothing I do seems to help. Does anyone have any idea why?
As far as I could ever find when I had a similar issue it came from having either a previous version of A New Dawn installed and trying to install over it, or from having Cavemen 2 Cosmos. I could never quite figure out why and the only way I was ever able to fix the issue was to delete civ4, mods and all and do a clean install
I had the same issue, but after installing it the first time, i installed it again. i didn't delete the files or anything, just ran it again. after doing that it worked.
