Last version there were a few bugs and unexpected behaviors. This release is intended to fix that. It's minor and save-game compatible. Real life occupies most of my time so releases will keep on taking longer. It's late so tomorrow (14th of December) I will go over the comments and messages and reply them all. I do this every release, I know I take a long time reply, but it's usually best if it's done focused in a single or few sessions like that. Changelog in the full description. If there's any more problems, please, let me know.
Checksum is HIQE. If you are having any troubles extracting the files, download the latest, beta, 7zip.
This mod is for HoD 3.04 (WNVU checksum).
Changelog:
-The US won't be able to take the Manifest Destiny decision anymore if they have troops inside Mexico.
-France needs to have any of their original Caribbean provinces (Marigot, Guadeloupe, Martinique) to fire the decision to buy St. Barths.
-Fixed localization in event 5001003.
-Removed a naval base in Bahia Blanca. Again.
-The Tangier protocol can't be fired against a non-spanish GP anymore.
-Renamed Sardinia & Corscia to Thyrrenian Islands.
-Reshaped Chamberry so it's a bit more useful in defending Annecy.
-Fixed the AI selecting the wrong options during the Bedr Khan massacres where the player was the kurdish part.
-Added events for the Balaiada and Cabanagem revolts for Brazil. Added descriptions, images and changed a few things. Kudos to ozyhuboi from moddb for the initial (and most) of the code for this.
-Substate nations shouldn't get the "vassal nation" triggered modifier on top of the "substate" one.
-Forming the Antillean Confederation now requires Nationalism and Imperialism instead of Manifest Destiny.
-Fixed a typo in the popfiles for Lodz making jewish intellectuals pops much bigger than they should be.
-Changed LR in a few Russian provinces around Moscow and in Odessa. Reshaped Ryazan a bit.
-Stopped the January Uprising from happening to Polish primary or accepted tags.
-Added the missing events for the victory of Indian nationalists.
-Stopped the setup event for the ACW firing multiple times.
-Fixed "the alaskan dominion" event firing for North American countries.
-Fixed AI tech priority that could cause resource shortages.
-Changed substate and vassal payment intervals from 25/50 days to 40/60 days, to allow them a bit more money for investing in themselves.
-The decision to destroy Westminster will only be unavailable for British-primary countries instead of it being unavailable to the whole culture group.
-Siam can no longer get the "The Thai Border" event that is supposed to fire against them.
-When forming Malaysia you can no longer steal the provinces of civilized countries (unless they are AI) to form it. This will stop the UK from stealing provinces from Siam.
-The disappearance of natural dyes will now be related only to unemployment in the dye-producing provinces, with different possible RGOs in Asia/rest of the world. The time for the event to fire was cut in half.
-Changed province 980 - Luhansk, 715 - Lublin, 716 - Kielce, 1011 - Tula and 1026 - Perm from Cattle, Grain, Wool, Grain and Iron, respectively, to Coal. Based on History for the IB Diploma: Imperial Russia, Revolutions and the Emergence of the Soviet State 1853-1924 By Sally Waller pp96.
-Changed 1253 - Bardwan from Silk to Coal. To represent the Raniganj Coalfield. To compensate, once natural dye dies out, other previously unused dye provinces in India will produce silk.
-Communist rebels will behave more similarly to fascist rebels in terms of spawning.
-Made the AI give more importance to the techs that give big RGO boosts.
-Changed synthetic dye factories from cheap factories to normal ones and made them strategic factories.
-Fixed a few mistakes in pop promotion to capitalists. Made so that it's easier for the middle-class to promote to capitalists if they are in a state with less than 0.1% capitalists that have factories.
-To better represent the different levels of education between strata in a country, all rich and middle strata pops will start with more literacy than poor strata. The following rules apply:
--Great Powers
*Rich Strata (primary or accepted cultures) start with 30% more literacy than the base (average) literacy.
*Rich Strata (non-primary non-accepted cultures in non-colonial provinces) start with 15% more literacy than the base (average) literacy.
*Middle Strata (primary or accepted cultures) start with 10% more literacy than the base (average) literacy.
*Middle Strata (non-primary non-accepted cultures in non-colonial provinces) start with 5% more literacy than the base (average) literacy.
--Secondary Powers
*Rich Strata (primary or accepted cultures) start with 20% more literacy than the base (average) literacy.
*Rich Strata (non-primary non-accepted cultures in non-colonial provinces) start with 10% more literacy than the base (average) literacy.
*Middle Strata (primary or accepted cultures) start with 5% more literacy than the base (average) literacy.
*Middle Strata (non-primary non-accepted cultures in non-colonial provinces) start with 2% more literacy than the base (average) literacy.
--Civilized Countries
*Rich Strata (primary or accepted cultures) start with 10% more literacy than the base (average) literacy.
*Rich Strata (non-primary non-accepted cultures in non-colonial provinces) start with 5% more literacy than the base (average) literacy.
*Middle Strata (primary or accepted cultures) start with 2% more literacy than the base (average) literacy.
--Uncivilized Countries (At least 20% civilization progress)
*Rich Strata (primary or accepted cultures OR North/South Han) start with 5% more literacy than the base (average) literacy.
The only exception to these rules are animist pops, which will never get a literacy boost, no matter the country they live in. The different levels between GP/SP/Civ/Unciv is meant to represent the average capability of the rich strata of these countries to get more quality education (or education abroad). Later on the Primitive/Unciv/Semi-civ status will reflect in other things such as CBs.
-Fixed South German literacy in Russia.
-Reduced the amount of prestige required to take the "Become Poland" decision from 45 to 20.
-Congress Poland will be treated as Poland for the purposes of unification. That means that Krakow will try to join Congress Poland if it can and they are both at peace.
-The event that starts the Scramble for Africa will now change RGOs in the Ivory Coast, Ghana and Togo. These countries had a few anachronistic RGOs removed (like coffee) from the native parts and got instead basic (grain, wool, fish, fruits, cattle) RGOs. Once the Scramble starts, to represent the shifting interests that european presence brought, these RGOs will change in the most part to cash crops/minerals in the appropriate regions, which will hopefully fill the gap for cash crops, reduce basic goods overproduction and stimulate more competition during the Scramble. Right now only 3 countries are done but in the future it will be expanded for most countries in Africa.
-Changed Tete from Grain to Precious goods, to represent the center of Ivory and Gold (and the minor gold mining) that happened. Probably one of the indian armies. Lack of attrition is due to high supply limits.

I dont understand. What type of banners in the mod folder? There is only a mod-file at 1KB and the HPM-folder and what does "the folder two documents of the mod" means?
The mod doesn't work for me, the mod shows up in the launcher but it doesn't work. Any help?

Will you ever add Zoroastrianism along with a decision for Persia to become the Achaemenids and get cores on Central Asia, Iraq, the Levant, Egypt, Afghanistan, (What is now) Pakistan and Turkey (Choosing the decision would make Persia convert to Zoroastrianism)? The Zoroastrians would also have a -100% conversion modifier in Asia and the Middle East. They weren't a big religion by any means, but adding them in small amounts in Persia and Gujarat would be a nice addition.
Adding in a way to become a Theocracy and stop being a Theocracy through legal means would also be much appreciated. Maybe adding in an experimental 'Religious Fundamentalist' ideology and have them be in power in a Theocracy.
Some aspects of a Religious Fundamentalist Party could be:
Trade Policy: Protectionism
Economic Policy: State Capitalism
Religious Policy: Moralism
Citizenship Policy: Residency
War Policy: Jingoism
Welfare Policy:Paternalistic
The Fundamentalists would have their support from members of the state religion. They would be a minority party in most countries, with the exception of the existing theocracies (Papal States, Caucasian Imamate, etc.). They would always be against political reform, but wouldn't have a stance of social reform (I.e, the player gets to choose whether or not to take away social reforms or enact social reforms).
That would be extreamly stupid and ahistorical
I think you should go to HOI4 for that because this mod is about history, as in making it easier for the player to recreate history when playing the game. Reviving an empire that had been dead for literally thousands of years by the time that Victoria 2 takes place is most definitely not historical at all.

Hey man, i love your mod, keep improving it.
There is a bug with Italy, everybody attacks you to liberate the province of Friuli, at all times, for no apparent reason, this does not happen with Austria at the beginning, but if the province goes to Italy, then go back to Austria, they will start attacking Austria as well, the casus belli is to liberate a micro nation from there.

Can this mod work on H0D 3.03?
Firstly absolutely wonderful mod, definitely the best one in existance for victoria 2 and adds nesecary depth to the game.
I have one issue with the game though sadly. While it has some basis in history of course the population of Growth of Germany is completely ridiculous right now. In a normal game they will have far higher population than they even have right now in the modern age. I greatly recomend you to reduce the life rating of at least some German provinces to 35 outside the obviously heavily populated areas like Bavaria and Northrhein-westfalen.

the platine war is bugged. entre rios declares war and peace is immediately declared without any change in status quo except the fact the alliance is broken with argentina, but allies with brazil. it remains a substate.
