You need to update your DirectX - get a later version. The install can be found on the disc of any recent games, such as Fallout: New Vegas. It is generally found on disc in a folder called redist, but not necessarily.

Yea mine says that too and I can see the file right under the installer. Mine also says that it can't find the file libvorbisfile.dll when it doesn't say that it can't find the ssce5432.dll file

Alright I fixed the problem all you have to do is unzip the folder the and place all the contents into the main Fallout new vegas folder. Which will mainly look like this "C:\Program Files\Steam\steamapps\common\fallout new vegas". Then you just run the GECK.exe and it should work. Also make sure that when you extract the files it doesn't make itself a new folder you MUST make sure that all four files are in the main Fallout New Vegas directory with the other .DLL files.

If this is for New Vegas, whys it in Fallout 3's downloads, especially since theres already a post for the GECK for Fallout 3 on here.

Sure a PC only program works on anything, Like Linux,ToasterOs,PotatOS. Hell it workes even on the printer.
But really how the hell do you ask that.
