After copying the setup file to the location on the desktop and then running the install, once the serial number has been entered it says it can't read from the Game1 cabinet file on the disc, so getting this fix to actually work is a complete mystery to me.
you need to copy BOTH folders: INSTALL and SETUP from CD1. Then replace Emperor.EXE in INSTALL folder and Setup.exe in SETUP folder with the files from the FIX archive.
I can confirm this works, the instructions on the TXT doesn't say this tho, but you saved me dude, cheers

So ive copied the setup and install files to desktop, copied the files from the install fix to both of those files. When I try running the installation I get a directX failed to initialize error.
I can´t get it installed. I run win 10 64 as my OS. I have 4 iso files, this file and some others. I mount the 4 iso files in virtual cd players and then follow the instructions which came with the fix, but it won´t install. It says ´Direct x Error´, ´Cannot initialize direct x´.
When I run dxdialog it says everything is ok.
Anybody got a trick up his/her sleeve?

I've followed the instructions to the letter. It is not working for me. Win 10 x64
I give up. Maybe someone can just upload the game here a stand alone copy so we all can play it

I have found a portable version that is fine, and found another solution, didn't try this though:
