Description
This is a hotfix that patches some problems that is caused in the save games. This hotfix gives a temporary boost to the Soviets, who were weakened by various changes made prior to the release. These changes might become permanent if viable through play testing.

While playing the USA and my friend playing Canada, We would get the mid pacific and northern and southern operations events pop up after we would execute them over and over again and no matter what choice or what you name them it wouldn't stop the event from recurring. I think also that the Soviet's operations events also recur.
I'll have our event coder look at this. Likely an event to disable it must not be functioning right. Do you know what year that was in?
