Again all copyright whores ACTA, PIPA, and SOPA FAILED they are NOT law and it is not your ******* jobs to try to enforce your own warped views of what you actually think copyright laws are on the internet.
As far as US law is concerned this file is 100% legal as he is not selling the content or claiming it as his own creation AND he even gave proper credits to boot. It is thus protected under the Free and Fair Use clause of the US Copy Right Act.

Porting models to other games is against almost all game's EULA (End User License Agreement) which has restrictions on what you can legally do and cannot do. And just because SOPA/PIPA failed doesn't mean copyright law suddenly doesn't exist anymore, those were just attempts to stop pirating in ways that were blown out of proportion and would allow corporations to take control over the internet.
I'm personally against any ported content especially since so much of it is /without/ the creator's knowledge or permission, it's often done badly and doesn't work as normal content would, hell sometimes the original creators don't even get credit. I'm not saying that this is the case, but never the less this file is 100% ILlegal.
I'm not saying the author is a "thief" or a "loser" I'm saying this is a terrible file because it's just a rip from hl2, which could easily be recreated in a couple weeks of learning and effort 100% legally and wouldn't cause a commotion about copyright or porting.
For starters EULA is nothing more than industry law it has no real backing by Congress or any law passed by them. All to often these day we have industries passing their own laws, rules, and regulations and you are only bound to them if you sign the contract. Outside of that these laws have no real authority to override the free and fair use clause which is what they want but again they are an industry and Congress is Congress however corrupt it may currently be.

The agreement to the EULA would be similar to a verbal contract, you could still be brought into a lawsuit for breaking the agreement I imagine.
